*.oft forms no longer working

I recently installed SP3 to my Outlook 2000.  An *oft form that we use to book travel is no longer working.  It use to come up and ask if we wanted to enable macros or not which it no longer does.  When we push the send button it says there is no address in the To field.  I thinks VBscript is being blocked by a new security feature but don't know how to turn it off.  Can someone help please?

you probably installed the security patch with the SP

VBScript No Longer Runs in Template (.oft) Files
If you open an Outlook item template (.oft) file, and it has script in it, the script is disabled and you do not receive the enable or disable macro warning message. This is a feature of the security update. To make this functionality work again, an administrator must configure your computer so that you are prompted to run the script or not to run the script.

The answer is correct unfortunately for me I am not running in a server enviroment
