Is there any way to have a Public Calendar on the Exchange server that will show all exchange users availability? If so can you point me in the right direction to find out how to set this up.

You can copy an empty calendar from any mailbox into the Public Folders and assign appropriate permissions. Each user will then be able to use this calendar as per their access rights. If you want everyone to be able to view\add\change etc. then just change the default permission to Owner. To get to the permissions, do a right click, properties, permissions on the folder in Outlook.
