CGI's referenced in URL's - Different behaviour on XP IIS 5.1?

Hi,
On Microsoft Operating systems other than XP (IIS 5.1)
A URL of the form:
http://ip/scripts/webc.exe/item1/item2
will cause webc.exe to execute.
On XP (IIS 5.1) the CGI webc.exe has to be at the
end of the path list.
i.e
http://ip/scripts/webc.exe works but the first example
does not.
From what I can tell from Microsofts documentation
the URL only has to 'contain' a reference to a CGI
it does not have to end with said reference for
the CGI to be executed.
Whats going on, and how do I configure XP (IIS 5.1)
to work with the first example URL?

Unfortunatly we cannot use this method as that
CGI requires that item1 and item2 be part of the
HTTP_PATH.

But where is the change Microsoft did documented?
Was this a bug fix, or have Microsoft just
arbitarilly tightened up their definition?

This seems to be a microsoft bug fix. There is no documentation as far as I know regarding this issue.
