I have replaced the NIC, moved it to different PCI slots, and no matter what i do. I always get this error. when trying to renew the IP.

the following error occurred when renew adapter LAN 3: Internal error occurred. Diconnect and reconnect the network interface or reboot the machine...all of which i've done.

Have you tried removing the IP stack and then reinstalling each protocal/service/client?  Make sure to write down each one you need to reinstall along with any settings such as static ip settings...DNS settings..or WINS settings.
