If you have the server CD, there is a directory for admin tools that you can install on a workstation.
Or you can download here:

You can also just copy the file from server to workstation.  I think it's just that file.  If not, an error should occur and tell you what other file is needed.

Simply copy over the following files from any NT server to the workstation and execute the EXE:
- USRMGR.EXE
- USRMGR.HLP

You can find them in the system32 directory on the NT server.

You can also get them from the Resource Kit, from there you have two options, you can share the folder out, and access it across your lan, or follow the above instructions to use it locally.
