Outlook lock attachement with .exe

For some time, Outlook 2000 blocks automatically all the files executables, whatever the parameters of security selected in Outils/options. This can be with an update, a bug, or a virus (?). I already reinstalled Office 2000, with the same result.  
I did not find anything in the registry, which enables me to modify the level of security of the attachments.
There is a tool : Outlook XP Unlocker, but it doesn't work with Outlook 2000.
Can someone help me ?

I am guessing you do not have an Exchange Server.  With that you would be able to control the security features.
You can uninstall Outlook, run Eraser, and completely wipe it out and then reinstall but do not go past SR1 and your problem will be solved.

Finaly, I found a patch for my version of Outlook :

This one let me unlock every file I want to.
