Problem: Everytime I tried to use the print preview on IE, the print preview page counter keeps increasing. It does not stop until it reaches about 400pages even though the actual web page could be just 1 page.
Also, on print preview window, i can only see the header and footer but no contents and again the page counter keeps going. It does not stop.
I have tried to install the patch to IE but it still doesn't work, i uninstall and reinstall printers, and even when to the lenght of repairing the OS. Nothing resolves this.
Please help. Let me know if you need any more information.

what printer and drivers are you using?
if you have no printers installed does it still goto 400 pages?

4 network printers, HP laserjets.
yeah, having no printers, the print preview counter keeps going.

This is the steps that I performed to fix the IE Print preview problem. The symptons being:
1) page counter keeps going AND
2) only see the header and footer. The content is blank
NOTE: OS - XP, IEv6
How to fix it:
1) On the Run command, type: sfc /scannow
(must have the windows CD handy. sfc /scannow is a windows file checker which scans all protected files and replaces incorrect versions w/ the right ones)
Check if IE print preview works. Make sure: Under Page Setup, the top/bottom margins are set to 0.25 both!!.
Perform 2) if sfc /scannow didn't work.
2) Edit the registry. Do this at your own risk. You may want to back up the registry.
Registry Key: HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Active Setup\Installed Components\89820200-ECBD-11cf-8B85-00AA005B4383
Under this key, edit value of DWORD - IsInstalled, from 1 to 0
Close the registry.
3) On the Run command, type: rundll32.exe setupapi,InstallHinfSection DefaultInstall 132 c:windows\inf\ie.inf, Press OK.(need to have windows CD handy)
4)Check if IE print preview works. Make sure: Under Page Setup, the top/bottom margins are set to 0.25 both!!.
These were all the steps that I performed to fix Print Preview on IE6.
