No more connections can be made to this remote computer at the DOMAIN LEVEL

I am getting this error at the Domain Level from MY Network Places, when i go to double click on the Domain.
Error Message: (MY domain name) is not accessible. You might not have permission to use this network resource. Contact the administrator of this server to find out if you have access permission
"No more connections can be made to this remote computer at this time because there are already as many connections as the computer can accept."
But it is occasional for instance, I may get this the third of fourth time I try I access the domain from my Network Places. I can still map to a share on the Domain Controller to a folder for example \\servername\share\ but not going through My Network Places. Anyone have a clue on this one. A little history on the server, its from Dell new, 5 CAL came with it, I set the domain up in PER SERVER license mode, with an additional 25 CAL purchased. I tried the recommened stop the licensing service to see if that resolves but nothing and i also made sure that there were enough license, as License Manager in Windows 2000 is only showing 3 licenses that are being used out of the 30. There are only 5 users in the network, and i was getting this error before i put them onto the domain. As a test i changed the license mode to PER SEAT but after a few days i was getting this same error again. Help please because this is not as straight forward as i am thinking as far as a resloution. I saw some other posts on some other websites for the similar error but no one seems to have a clue on this one. I am even getting this error logged in as the Domain Administrator not from the server but from a workstation on the network. I reached into Event Viewer to find hope and noticed this same error over and over do you guys think it has any relation. Error: w32time Event ID 62 The Windows Time Service was not able to find a Domain Controller. A time and date update was not possible. This network is not connected to the internet so i can not do the recommended point to a time server at Berkley or time server on the internet. I hope i gave you guys enough info to go on.
