Can't reset IE Security level

Win 2k, IE 6.0.  

I'm often on web sites, click for the next link, hear the bong...and nothing happens.  So I go to Tools, Internet Options, Security, and reset the level to Medium Low.

Close IE and relaunch it--and it's right back to Medium, and I still can't get to the link page.

So I go to my #2 system, which has ME as the OS, and it gets right to the page.

Perhaps the problem isnt' the security setting.  Maybe it's somethign else.

Anyone have an idea on what the problem is, and why I can't reset the security level?  I don't think it's connected with NAV or Zone Alarm, but both are running

Have one.  Tried turning it off.  Same problem

Bingo!

There were a lot of sites blocked that I don't recognize, and I left most of those.  But some of the ones I've had trouble with were also on the list, and I removed them.

Question: how do url's get onto that list?  I know I didn't mark yahoo or United Air as sites I didn't trust.

Good question. I really don't know for sure. I don't have anything listed in there so I would presume an indivdual would have to enter them manually or somekind of program running in the background is monitoring the browsers activity. But I am only guessing.

That part I am perplexed about.
