Counter Strike: NO CONSOLE b/c of admin abuse

 I was playing CS and owning some CT fools across the brdige at Aztec and then was accused of camping b/c they're awp whoreing and I awp whored the bridge huggers to death. The next round started my team was slayed two rounds in a row and when I complained the admin used some mod on me that caused me to spin continuously and also in another server I joined.

 I exited then re-openned CS and joined a different server but when I hit the console key, the generic Half Life voice flat out says "NO" every time I hit the key and no console appears. I haven't found anything else to be screwed up yet since it nearly just happened so if I find anything more I'll update this question.

 Who ever comes up with a solution that works with out considering a hard drive format will recieve full points. I will only give out the points if the problem is solved and only partial if my problem isn't.

Re-install CS over the top of itself.  This will fix it 9 times out of 10.

I think reinstalling CS without trying some other things first is a bit silly as you'll lose any custom settings.

First, make a backup of your config.cfg (C:\Sierra\Half-Life\cstrike\config.cfg)

Open your config.cfg and see what your console key is binded too.

it should be just like this, including the speech marks:

bind "`" "toggleconsole"

with ` replaced with whatever your console key is.

chances are its been changed to "voice no" (can't remember what the HL voice command is)
