The key API for making and managing desktop shortcuts is the IShellLink COM interface exported by the Windows SHELL.

A good example is:

instead of writing code in the install shield,u can achieve this in install shield wizard.
When start to make a project in install shield it'll ask u to create a shortcut on desktop & also putting the items in start menu. It's a user interactive method in install shield.
