connection interrupted when opening Outlook express

When I am connected to the net, if I open Outlook express the connection is interrupted, and I am asked to connect again. I cannot find where the settings are.

I would open OE and select Tools | Accounts.  Go to the mail tab and then do a properties on the account.  Go to the connection tab.  I uncheck the box to force OE to use the existing connection.  (Note: OE will also look at how IE is configured to connect, so you might want to look at the connection tab in IE as well.)
