What program can I use to create a tar.gz file in windows? I know winzip/winrar/winace can all read this file type but none of them can make a unix TAR.gz format file.

jman1980,
The URL
http://www.gzip.org
Had a link on that page to a freeware program called "Power Archiver 6.1". I downloaded it and tried it out. While this program can not make tar.gz files directly for some unknown reason, it can convert .zip archives into tar.gz.
Since your answer led me in the right direction, I will give you the points. But since it wasn't an exact answer I can't give you an A grade. Thanks.
Pelejab,
I have linux already installed on another partition. If I wanted to do this in linux I would have asked in the Linux forum. Thanks for your effort, though.

I was looking for a windows Executable. The name of just one that does the trick would have been sufficient.
For a mention of this compressed archive file check this link
