do you have any background on Digital Image processing.
if no . then get hold of some book on digital image processing .. and see how to 'zoom'.. then in ur particular case .. u will have different X and Y zoom factors..
read the  zooming concept . after that  only thing left will be read the image file into pixel matrix .. and do some 'zoomin' mathemetical formula on the image pixels

actually i dont think changing the DPI(dots per square inch) will have any effect on image data .. DPI is meant for printing purposes..
so i guess what u mean is change the size .. right ?????
if yes then follow my first comment

There is a free utility you can download called Infranview that will do a lot with graphics. I'm not totally sure, but you may be able to change the dpi in this. It may help us answer your question if we knew why you wanted to change the dpi. There may be other options to solve your problem.
