what is a call back function when and where can we use it.

it is a normal funcion that windows will call for you.
you can use it for enumerations like:
EnumWindows() function or EnumChildWindows() function, etc
Callback functions are fairly simple in concept:

When you issue an API command that needs to collect data, or do some process, before returning to you, you need some way for the API process to let you know when it is done. Enter Callback Functions!

Windows API callback functions allow you to issue Asynchronous API commands and receive notification in the form of a certain method (the address of which you pass in the original API call) being called when that process completes. This allows you to, for example, ask windows for an Enumeration of all windows (using EnumWindows) and return control to your UI until windows responds.
