Problems Installing XP on New 60gb HDD

today i took the maxtor hard drive i bought out of the box, put it in the primary master drive bay, and hooked it up accordingly, i took the hard drive i was using and put it under primary slave, and when i try to install xp on the new hard drive it will go through the first part where it copys the setup files, but when it restarts, it comes back and says that windows cannot be installed due to current ARC configuration, what the hell does that mean? any ways, ive never had this problem before and i must have insatlled 20 or so hard drives. Any info would be great thanks

(ARC) Advanced RISC Computing specifications define the path to a Windows NT installation. I think you have some remnants of your old installation here. Wipe those drives with WDCLEAR or another utility that will overwrite the boot block and MBR, boot from the CD and partition from the XP intall screens.

where can i get WDclear, or is it possible to just reformat the drive using Fdisk, see when i intially formatted it i used the maxtor cd, and floppy provided
however the answer provided does sound pretty good
