This works on windows NT, no idea if it will work on 98 but might be worth a try.  [MyThreadRoutine is the routine called by this thread]

BOOLEAN Start_Thread(void)//thread_s_struct* thread_s_s)
{
   HANDLE hThrd;
   DWORD IDThread;
   hThrd = CreateThread(NULL,
           0,
           (LPTHREAD_START_ROUTINE) MyThreadRoutine,
           NULL
           CREATE_SUSPENDED,
           &IDThread);

   if (hThrd == NULL)return FALSE;
   if (! SetThreadPriority(hThrd,THREAD_PRIORITY_NORMAL))
                       return FALSE;
   else     if ((ResumeThread(hThrd)) == 0xFFFFFFFF)
                           return FALSE;
                        else
                           return TRUE;
}
