$LANG is wrong when telnetted and su'd - RH 8.0

If I telnet into my server, I get garbage for certain characters ', -, |, and others unless I put

LANG=en_US
export LANG

in my .bash_profile.

However, if I

su root

the problem reappears, even if I do the same in root's .bash_profile.  $LANG stays at en_US.UTF-8 no matter what I do.  So man and anything that uses curses are almost useless when I'm root, unless I hike over to the console.

Suggestions?

try resetting the system wide default value in:

/etc/sysconfig/i18n

(that works on my redhat 8.0 -> which is probably the same as you have, since redhat 8 has known issues here)
