Disable "Open Network and Dial-up Connections" from Network Icon

How do I remove the ability for a user to click on "Open Network and Dial-up Connections" after right-clicking on the network icon in the task bar.  I have sucessfully removed the ability to click on "Disable" by using group policy but I cannot find a way to remove the "Open Network and Dial-up Connections" function.

Same place for Windows 2000 only the setting is:

Remove Network and Dial-Up Connections from Start Menu.

Not from the Start Menu but from the Network Icon in the bottom right corner.

Same setting.  It disables the ability to open the Network applet.
