  I'd like to know which vendors/products to look at for automated voice response systems. I don't even know the right name for this technology, but I basically want to create an application that can be accessed by phone, the same concept when you check your balance in your bank account through the phone.

There are various products that can support "Computer Telephony".  You would need the hardware and the software to do so.  There are several companys that make this kind of voice board hardware.  The more popular ones are Intel Dialogic and NMS.  They both provide boards that support different technoloies such as analog, T1, E1, SS7, and IP telephony.  They all provide APIs for building application.  There are also several software vendor provide software that support these voice boards.  Which can speed up development time.  Of course these softwares usually charge by ports, which don't come cheap.
