Costs in monetary value is negligible

Costs in time spent changing shares and replication
etc, is a non tangible amount but has to be noted..

Changing a Domain Controller's name has implications
in DNS, and other Services

Any compelling reason to change it ??

if your machine is dns server dont change it.it will numerous prbs.otherwise it is also not advisable to change the server name
cost is not a problem, but changing a server name is a problem with DNS server. if it is not a DNS server even then it is not suggested.
I don't see the problem in changing the name of a server that is a dns server.  The clients using dns should only have a reference to the dns server by IP, not by its name.

The Risks are
Not all applications could be identified, you could have FTP programs that fail, batch files not getting uploaded to a remote server etc..

The cost implications could be categorized based on the different risks identified taking into account the entire architecture of the applications/machines running in the corporate network.

A server could be categorized for its risks & cost for renaming and the decision of not renaming could be taken based on the cut-off we decided for each category..
