You are looking for something called a cache server. I would recomend using a program called squid. it allows you to cache all the internet files and possibly (can't remebeR) block certain types of files from being downloaded.

http://www.smoothwall.com/ <--- solid as a rock firewall/proxy/cache in one handy 20MB ISO download... fully comfigurable. Take a look as the site, it's what I use. Over a year and no complaints yet.

Caches web objects and DNS you set how much to cache and when to purge it.

That address is wrong, the address should be http://www.smoothwall.org

What does it mean to be "Always On"?

Is your cloud always on? With an Always On cloud you won't have to worry about downtime for maintenance or software application code updates, ensuring that your bottom line isn't affected.

You could also look at http://www.clarkconnect.org
excellent package, automatically sets up Squid proxy, firewall,Snort intrusion detection, dns cache and dhcp (amongst other utilities).
Very easy to administer via a web browser.

Both smoothwall and clarkconnect wipe the existing hard disk, however.

You could just install squid on your existing box, and then you need to set up IP tables to block certain ports to stop Kazaa, Morpheus, etc.

Here`s a list of ports:
