Template size does not match screen size

What is the best way using Frontpage to increase the template size.  Perhaps the best method is for the experts to look at the site.

The template at the top looks like it is set for something like 800 x 600.  The template at the top right and bottom left end and that ends the page.  I am looking for a way to create a small graphic block in Photoshop and repeat it, stretch it or anything so that the template doesnt just end and leave a blank space.  I want the template to auto adjust to the screen size of the browser accessing it.

Any help is appreciated.
