failed to load database information. The database 'crdb_adoplus' could not be loaded

Hi, i'm using CR9. I have a report that i'm trying to connect to an Data Source, let's call it mySite. This mySite data source is actually CR ODBC XML Driver 4.10.
It is an XML file called mySite.XML.

Whenever i goto preview this report, i get the error message:

failed to load database information.
details: The database 'crdb_adoplus' could not be loaded

I have already downloaded and applied
http://support.crystaldecisions.com/communityCS/FilesAndUpdates/dbexdrvr9pluswin_en.zip.asp.
I'm still getting this error.
Any thoughts?
