That depends on what you want to link to, but, regardless, the general tag is: <a>Link</a>
An external site needs to begin with  http://
As follows: <a href="http://experts-exchange.com">Experts Exchange</a>

Links within your site can be relative or absolute:
Relative:
<a href="home.htm">Home</a>
Absolute:
<a href="//var/www/html/home.htm">Home</a>

If you don't have your own server, you'll need to use relative links for all pages within your site.
