what is better, to use JSP or XSLT if i want to have all my output as XML?

not quite understand you question.

assuming that you want to send xml to cleint browser.

if your original data is xml, then use xslt.
if you need to generate xml from some other source, use jsp.

XSLT is great but there is issue of performance here, it is slow!.. check cocoon ... well, you can also use JSTL if you want to generate XML, handy solution but not as flexible as xslt (you can use xslt/xpath with jstl) ...
