I would use a separate machine to install ArcServe, and hook the tape up and restore them Locally to the Server.

I hope this helps !

Backup Exec can restore ArcServe Format. Make sure to first Catalog the tape using Backup Exec. Once it is Cataloged you should be able to restore the files.
