Hey, I can get these two peices of information by first using:
and then:
My question is really what do they mean? Obviously they're both unique to the area/cell, but surely the cell is the area? Also are these just randomly assigned tags from the phone company or is there some rhyme and reason to them.

LAC identifies you within a general area.
This area can vary in Size depending on the Telco's setup. A small LAC will reduce some signalling but increase other signalling.

Cell Id  identifies the individual SITE your Mobile is On.

LAC, Cell id is during Handover and all Mobile activities, It is internally used by Mobile network

Cell Broadcast  is Text transmitted by A site and can be set by the Telco to transmit anything to any one with in the area. Some Telco's use this for advertising.
This info is not used in anyway by the Mobile Network. it is only a Service to the Subscribers
