MS License Service

We're trying to use the MS License Service on a Windows NT 4.0 server, but after installing and trying to start the services I get the error "The Certificate Authority service failed to start due to the following error:  The service did not respond to the start or control request in a timely fashion."

What can I do to make this work?

Hi, I think you made a little confusion. The Certificate Authority service is a PKI server, installed on NT4 usually via Option Pack 4.0.
License loggin service, instead, is a kind of database Microsoft did to log the license of its products.

Probably your PKI is not working, because it need an electronic certificate (issued by third party PKI or autoenrolled) to work correctly.
