Whagent is installed as part of Webhancer, which is a spyware program.  


As that page explains, you can remove it from your computer using Add\Remove Programs, or you can download and install Ad-Aware, a free spyware detection and removal utility.

I would recommend getting Ad-Aware, because you probably have other spyware installed too.  Avoiding it is almost impossible, so periodic cleaning is a good idea.
