What's the best tool to "cut off" a person from a picture without too much aggravation?

is there a specific tool in Photoshop that could outline someone then extract it?

No, Photoshop is not about specific tools for specific tasks. None of that "red-eye remover tool" stuff. It provides you with generic tools which, when used together, perform complex tasks. Depending on your image you could use a combination of the lasso tool, clone tool, magic wand etc.
