I think the simple answer is no :-(

You would have to write some JNI code to call system level methods in Windows, or you might be able to do it with Runtime.exec() to call the relevant methods in Linux and Unix

And in Windows, changine ANYTHING to do with networking requires a reboot...

win2000 allows change IP from control panel without rebooting
