When I upgraded my windows 2K server pc to active directory the wins options under administrative tools does not display.

When I upgraded my windows 2K member server pc to active directory the wins options under administrative tools does not display.  I'm running service pack 3, before this I was running service pack 2, not sure if this has anything to do with it.
