I wear a lot of hats - Developer, Database Administrator, Help Desk, etc., so I know a lot of things but not a lot about one thing. Experts Exchange gives me answers from people who do know a lot about one thing, in a easy to use platform." -Todd S.

if you SPECIFICALLY only need this driver then, sorry. But I have something for you:

the latest version (version 2.14) of the Diamond Data CD-ROM drive real-mode device driver. This real-mode driver is needed to access CD-ROM drives from MS-DOS or the DOS prompt under Windows 95 or 98

http://www.mitsubishi-electric.com.au/files/Ddata214.exe

that should solve all of your problems, although it does not have this very file, it has a replacement, which should work fine.

Did you try the generic oakcdrom.sys included in winXX?
It works with most legacy CDs.

I'm with public on this one...the generic CD-ROM driver from Win98 boot disk normally works with 99.9% of all ATAPI CD-ROMs.  If this drive is somewhat non-standard, then it would really require the specific driver you mentioned...
