When I attempt to open comma delimited text files in Excel 2000 I receive the following error:<br />

Microsoft Excel can't load the required converter. &nbsp;The feature is not currently installed. &nbsp;Would you like to install it now? &nbsp;<br />
<br />
Whether or not I click Yes or No, I get the following error:<br />
<br />
Microsoft Excel can't load the required converter. &nbsp;Microsoft Excel cannot install the necessary files due to Windows Installer error 1606. &nbsp;Feature ID not registered.<br />
<br />
After clicking OK, it eventually allows you to view the text file, but this error occurs on every attempt.<br />
<br />
I took the following actions to try and resolve the issue:<br />

- Reinstalled MS Office<br />
- Reinstalled Windows Installer 2.0 (MSI)<br />
- Reinstalled Windows 2000 SP2<br />
- Reinstalled MS Office 2000 SP2
