How do I create an MSI package? Is it possible to do without purchasing InstallSheild or another program like that?

You could try the Visual Studio Installer. You must download from http://msdn.microsoft.com/vstudio/downloads/tools/vsi/download.asp

You must have Visual Studio 6 SP 3 or higher.
If you want deploy a VB Application, Visual Studio Installer is the right choice.
