Rules do not work with External Email accounts

We have an exchange server 5.5 and Outlook 2000.  Setup a rule to reply to all emails using a templete on the server.  The rule works for inhouse accounts but not external email accounts or it will reply once to an external account but never again.

HELP!!

I think that is by design :

All notification will be e-mailed only once to the same mail adres. The same with Out Of Office Reply's!
