Screen resolution for VB application

how to set new Screen resolution Before starting the Vb application.

currently the screen resolution is in 1024*768 but when i launching my VB application i want to set to 800*600 is it possible with out rebooting the system (i.e) the system gets flickered approximately for 10 sec this should not occur
