Offering downloads in website

In Frontpage2002, how do you set up an area for people to download files instead of just opening them?  I would like them to have the choice of opening them or downloading them.  Thank you in advance.

Download
---------
1- Create a folder in your Web and call it downloads
2- Make the files in ZIP mode (Using Winzip or Winrar)
3- Import the Zipped files to your downloads folder

Open
----
1- Ceate a folder in your Web and call it OpenFiles
2- Import Word documents, Excel Sheet,pdf and Txt Files as they are.

Download page
-------------
Create a page
Insert a 3 columns table with no borders if you like
Column 1: Type the name of the file (A descriptive name)
Column 2: In the same row,type Download
Column 3: In the same row, type Open
Highlight the word Download and hyperlink it to the file in the Download folder.

Highlight the word Open and hyperlink it to the file in the Open folder.

So users will click download to save the file in there computer, or open to read it online.

The zipped files are not readable this is why the browser offers download.

The other files will open if the user has the relative application.  So, if the user does not have Acrobat he/she won't be able to read the file.
