User cannot see another's free/busy under Plan a Meeting

Environment:

Exchange 5.5 server
Windows 98 SE
Outlook 98
Novell client 3.32

I have a weird problem here.  User A cannot see User B's free/busy chart when you click on Calendar
and then go to Actions>Plan a Meeting.  Everyone else's availablity shows up when you type in their name, except when you type in User B's name.  If I try Actions>Plan a meeting from my Windows 2000 box running Outlook 2000, logged in as myself, I can see User's B free/busy chart.  If I log out and login in as User A on my Windows 2000 box, I can see User B's free/busy chart.   If I login to a Windows 98 SE box using Outlook 98, I can see User B's free/busy chart.  If I then use User A's login and password to login to my Windows 98 SE box, I cannot see User B's free/busy chart (it's marked out with \\\\\\\ marks).  Another user is having the exact same problem with User B.  

HOWEVER!  There are other users in this department that can see User B's free/busy chart just fine
and they are running Windows 98 and Outlook 98 as well.  I've already tried the /cleanfreebusy command line option and User B's availability is published for 12 months into the future.  User A is an assistant to a VIP and has access to the VIP's Calendar.  She cannot see User B's availability from the VIP's Calendar.

Have you tried to delete and recreate users A outlook profile?
