Does UDB support the "CONNECT BY PRIOR" syntax for hierarchy select?

Not to my knowledge (I mean I have only been through the v7 EEE on NT release of UDB) but it is easy to create a denormalized table managed by triggers.

No.  And you not ever use it.  It is proprietary, non-relational and slow.  

I have a book on TREES & HIERARCHIERS IN SQL coming out later this year which goes into detail about several different ways to do this in pure SQL.  

Google "nested Sets Model" for a start.
