J2SDKEE 1.4 Deploytool problem

The problem is as follows. The platform is Windows XP and J2SDKEE 1.4. I'm following the same deployment procedura as in 1.2 version. But there is a problem, i.e. the deploytool is not generating deployment descriptor. I'cant deploy the supplied J2SDK EE example also. Any suggestions?

Have you setup the J2EE_HOME right? Are the bin directory in the path? Have you started the database? (cloudscape -start) Are there any errors when starting the J2EE server, try j2ee -verbose...

The problem is with the Xerces, i.e. this is an error getted from log file in the moment when the deploytool tries to generate deployment descriptor (or parse in the case of pregenerated ear's):

And, the J2EE is not starting because of JMS service:
