2/3D Cross Platform Graphics Package

Please excuse this question if already discussed--I am new to this group. I am looking for ideas on graphics libraries that will satisfy the following key requirements:

1. C Source Code Available. I plan on using GCC, hence the need for source code.
2. Cross Platform Support. GUIs must have a consistent look-and-feel between Windows (W2K and XP) and Linux.
3. Localization and Internationalization. Need to localize text strings.

As far as the graphics goes, try having a look at OpenGL I beleive that is available on all 3. For the GUI it is a long time since I looked, but you always used to be able to find motif X windows implementations for any platform.
