JPEG Encoding Algorithm

Has anybody worked on coding a JPEG algorithm in C?

I have been working on this for a while, but have now got a problem.  I have reached the Huffman encoding stage of the project. I am having trouble with this.

I have read many books and looked at many web-sites, to no avail. If anyone has any source code (I have the JPEG_v6b code already) I would be much obliged.
