  In MSDN , There is one Artical naming for VB ..
"How to Convert a Text File into a New Access Database"
and also mentioned to add "GRID.VBX" to form.
 How to get this control ? Which component we have to select for that... also they mentioned to give rows = 3.5 and cols = 5 ..
is it possible to give rows = 3.5 ?

A VBX is a 16-bit VB control, used by the 16-bit edition of VB4 and the preceding versions of VB.  The article you are referencing is outdated, VBX is no longer used in VB.
