Event Log Error 7026 PCMCIA service won't start on boot

I am trying to install a PCI controller card into a compaq desktop so that i can put a WIFI PC card in it and utilize my wireless network.  I can't get the PCMCIA service to start when the computer boots like its supposed to.  The event log gives me an error of 7026.  When i try to manually start it, it says its already running.  Please help, i am a noob to this!
