Error "TNS:no listener" when connecting to oracle database from asp

I get the following error

OraOLEDB (0x80004005)
ORA-12541: TNS:no listener

When I try connecting to oracle database. The connection string is fine because I checked it using vb. Is there any security problem, should IIS use same security as oracle client?

Help!!!

Did you check your vb program in IIS machine? There is no reason if you check it with VB.

May be your oracle server down.
Or
The communication channel between Oracle and your web server is blocked by firewall server.
