popups open behind fullscreen

I have a fullscreen flash projector with buttons to open html popups.  The windows open, but they open BEHIND the fullscreen where they're invisible to the user.  Here is the code I'm using:

on(release)
{
     getURL("mypage.html", "_blank");
}

How can I get the popups to appear on top instead of underneath?

Thanks Henry, this answers my question as I asked it.  It works as long as I only have one popup open at a time.
