I would like to draw a database diagram using Microsoft Interdev.
I found some information at the following link:

When I right-click "Database Diagrams" in the "Data View" window. There is only "refresh" option.

How can I open a new database diagram?

I think you need the Enterprise Edition of InterDev to create new database diagrams within InterDev.
