Try to delete your star.log and star.mlg and start your database with recovery switch:

dbeng6.exe -f star.db

this command open and close the database engine; then start network server

Try to convert a log file to SQL with "translate log" utility in Sybase Central, then delete the file .log and .mlg, start the database engine with the recovery switch (-f), finally start the network server and execute the file SQL generate.
